"I have decided to not participate in the electoral race for President of the Republic," the 35-year-old Garcia said in a statement from the Nuevo Leon government made public by his center-left Citizens' Movement (MC) party. The planned investments include $700 million from Ningbo Tuopu Group (601689.SS) and $260 million from Hesai Technology , a Nuevo Leon representative said. Ningbo Tuopu Group develops shock absorption products and other auto parts, while Hesai Technology makes lidar light sensors for applications like autonomous vehicles and robots. Ningbo is expected to create some 10,000 jobs, and Hesai, up to 4,000, Nuevo Leon officials said. Tesla has not yet begun construction in Nuevo Leon, and its timeline for starting production is unclear.

Tesla (TSLA.O) in March announced plans to open a major plant in Nuevo Leon, its first in Mexico, which has also attracted EV investments from other automakers seeking to meet ambitious production targets. "We are very appreciative of their efforts to enable the permits and sustainable infrastructure necessary," he said. The so-called "Gigafactory" is set to bring in an estimated $15 billion over the next two years through Tesla and its suppliers, Nuevo Leon Governor Samuel Garcia said last month. The state has called for more investment in health, education, roads and basic services to accommodate the expected growth.

MONTERREY, Mexico, Sept 26 (Reuters) - Mutilated corpses and severed body parts were found dumped in seven locations across the metropolitan area of the Mexican city of Monterrey on Tuesday in a spate of violence that unnerved residents of Mexico's industrial capital. Authorities said they are still analyzing the dismembered body parts to try to identify how many people had been killed. Local media has reported there could be up to 12 victims and that some of the body parts were discovered in coolers. The gruesome discoveries recalled a bloody period in the 2010s when cartel conflicts engulfed the city and bodies were left in the streets or hanging from bridges. The brutality of the violence had subsided in Monterrey, which was recently chosen to be the home of a new Tesla (TSLA.O) car plant.

Erdogan asked Musk during a meeting at Turkish House, a skyscraper near the United Nations in New York, the Turkish state-owned news agency said. Musk posted on X that their talks would focus on artificial intelligence technology. Erdogan is in the U.S. to attend the 78th session of the United Nations General Assembly.

In March, Tesla CEO Elon Musk said his company would open a gigafactory in northern Nuevo Leon state, part of the electric carmaker's push to expand its global footprint. At the time, Musk did not detail Tesla's investment, but Mexican officials said the factory would involve a $5 billion investment. Speaking at an event, Nuevo Leon Governor Samuel Garcia said the facility will now involve thrice that amount. Neither Tesla's press office nor Nuevo Leon officials responded after hours to a request for comment on the governor's comments.

Some 1.3 million people in the Deep South Texas and Rio Grande Valley area were under a tropical storm warning as Harold, packing 50 mile (80 km) per hour winds, made landfall at about 10 a.m. local time on Padre Island, Texas, the National Weather Service said. The storm could produce coastal flooding and flooding along rivers, roadways and in poor drainage areas. Some 7,500 homes and businesses in southern Texas were without power as the storm arrived in the area, according to Poweroutage.us.
